A five-room flat on the 46th floor just became the most expensive HDB resale unit ever transacted. This is not just a headline number — it is a signal about where the public housing market is heading, and what it means for upgraders on both sides of the transaction.

In April 2026, a five-room flat at Block 96A Henderson Road — part of the City Vue @ Henderson development in Bukit Merah — changed hands for S$1.728 million. The unit spans 1,216 sq ft across the 46th to 48th floors, translating to S$1,421 per square foot. Both figures set new records for HDB resale transactions in Singapore.

The previous record was set just two months earlier in February 2026, when a five-room flat at 92 Dawson Road sold for S$1.7 million at S$1,295 psf. Before that, Pinnacle @ Duxton held the benchmark for the better part of 2021 to 2022. The record has changed hands four times in four years — and each time, the same profile repeats: post-2010 completion, high-rise tower, long remaining lease, prime or city-fringe address.

Why This Unit Commanded This Price

There is no mystery here — the premium is explained by a convergence of factors that rarely align in public housing. The floor level alone is significant: floors 46 to 48 at City Vue @ Henderson deliver unblocked views toward the Greater Southern Waterfront, the Singapore Flyer, and the Central Business District. Views at this elevation in a public housing block are simply not available elsewhere in the HDB resale market in comparable quantity.

The lease position matters equally. With 92 years remaining on a lease that commenced in 2019, this unit sits far ahead of most mature estate resale stock in terms of CPF-usability and bank loan eligibility. Buyers using CPF funds to finance a resale flat face restrictions when the remaining lease falls below certain thresholds relative to the buyer's age — a constraint that simply does not apply to a unit this new. For buyers in their 30s and 40s, this lease profile is essentially equivalent to buying new.

Location underpins everything. City Vue @ Henderson sits between Tiong Bahru, Redhill and Bukit Merah — three of Singapore's most consistently in-demand residential neighbourhoods. Redhill MRT and Tiong Bahru MRT are both within reach. The CBD is minutes away. The Greater Southern Waterfront transformation is the long-term backdrop. Buyers are not just paying for a flat — they are paying for a central Singapore address that happens to be in the HDB system.

The psf story matters more than the headline number. The $1.728M price drew headlines, but the more significant record is the $1,421 psf — substantially above the previous psf record of $1,295 at Dawson Road. A smaller unit commanding a higher per-square-foot price signals that buyers are specifically targeting this floor level and view, not simply buying a large flat at a premium.


What It Means for HDB Sellers

Records like this matter for the psychology of the broader resale market — particularly for owners in comparable developments. If you hold a high-floor unit at Pinnacle @ Duxton, SkyTerrace @ Dawson, SkyOasis @ Dawson, or any of the newer high-rise HDB blocks in mature estates, this transaction sets a reference point for what buyers are willing to pay when the right combination of floor, view, lease and location aligns.

For most HDB sellers, the direct implication is more modest but still meaningful: the market has demonstrated that buyers will pay well above S$1 million — and now above S$1.5 million — for the right resale unit. That shifts the negotiating posture for sellers in the premium tier. It also narrows the gap between what upgraders realise on their HDB sale and what they need to enter the private market, which is the upgrade arithmetic that drives a significant portion of private resale and new launch demand.


What It Means for HDB Buyers and Upgraders

For buyers, this record is a calibration exercise more than a warning. The vast majority of HDB resale transactions happen nowhere near S$1.7 million — the HDB Resale Price Index actually dipped 0.1% in Q1 2026, the first decline since 2019, indicating some cooling in the broader market. Premium record transactions and the median market are different stories.

But the record matters for upgraders in a specific way. If you are planning to sell your HDB and use the proceeds toward a private property purchase, the ability to realise S$1.2 million, S$1.4 million or more from a well-positioned resale flat fundamentally changes your affordability equation. The gap between what you can sell your HDB for and what a private entry-level unit costs has been closing — not because private prices have dropped, but because high-end HDB prices have risen.

The question worth asking is not whether your flat will sell for S$1.7 million — it probably won't — but whether the trajectory of premium HDB pricing tells you something about the right time to sell and upgrade. It does.

The City Vue @ Henderson record will be broken. That is the pattern: Pinnacle @ Duxton, then Dawson, now Henderson. The next record will almost certainly come from another new-ish, high-rise, long-lease unit in a central location — possibly from the same Henderson development, or from one of the newer Queenstown or Toa Payoh blocks as they age into the resale market.

What I tell clients thinking about the upgrade journey is this: the premium HDB market and the entry-level private market are converging. A well-positioned 5-room resale flat is no longer automatically a stepping stone to private property — in some cases it is the destination. And for those who do want to upgrade, the window where your HDB realises strong value while private entry-level remains accessible is not permanently open.
