EC Income Ceiling Appeals: 845 of 2,583 Approved Since 2020 — and Why 2025 Was Different

HDB has revealed exactly how many EC buyers successfully appealed the $16,000 income ceiling over the past five years. The approval rate is roughly one in three — but the story behind why appeals more than doubled in 2025 matters just as much as the number itself.

In a 10 July response to Straits Times queries first raised in April, HDB confirmed it approved 845 of 2,583 appeals submitted between 2020 and 2025 from Executive Condominium buyers whose household income exceeded the $16,000 monthly ceiling. The figures were released alongside National Development Minister Chee Hong Tat's 8 April parliamentary reply to a question from Workers' Party chief Pritam Singh, who had asked for a year-by-year breakdown of appeals from both EC and BTO applicants.

The numbers behind the appeals

Appeal volume has climbed sharply and unevenly. From just 43 appeals in 2020, the number rose to 199 in 2021, then jumped to 496 in 2022 — before dropping by roughly half to 237 in 2023. It climbed back to 461 in 2024, then more than doubled to 1,147 in 2025.

HDB noted that the number of appeals received and approved in any given year may not tally, since appeals submitted in one calendar year are sometimes only resolved in the next — worth keeping in mind before reading too much into any single year's approval rate.

Why appeals more than doubled in 2025

HDB attributed the 2025 surge to a bigger supply of EC units and strong demand. A record 2,108 EC units were offered in 2025 — the highest annual supply across the entire 2020–2025 period, and more than double 2024's launches. Demand kept pace: 4,133 applications were received for just three projects — Aurelle of Tampines, Otto Place in Tengah, and Coastal Cabana in Pasir Ris.

On what actually gets an appeal approved, HDB says each case is considered individually, taking into account extenuating circumstances such as heavy financial commitments for ongoing medical care or other long-term expenses. There's no guaranteed approval — with roughly one in three appeals succeeding over the full five-year period, it's a genuine case-by-case process, not a formality.

Worth noting: HDB's data also shows first-time EC buyers have been gradually squeezed out. In 2020, about half of EC buyers were first-timers; by 2024–2025 that share had dropped to just 30–40%, as second-time buyers — who can tap proceeds from selling their existing HDB flat — increasingly out-bid them.


New EC rules that changed the picture from May 2026

Following a review of the EC scheme over affordability concerns, new measures took effect on 8 May 2026 for all government land sale tenders closing from that date. The Minimum Occupation Period for new ECs was extended from 5 to 10 years, explicitly aimed at keeping ECs owner-occupied rather than treated as short-term investments. Developers can no longer offer the Deferred Payment Scheme (which previously let buyers pay just 20% upfront with the remaining 80% deferred to TOP) — every EC buyer now pays under the normal progressive payment schedule, tied to construction milestones.

To directly address the first-timer squeeze, developers must now reserve 90% of EC units for first-time buyers, up from 70%, with the priority booking period extended from one month to two years.

EC prices have outpaced HDB resale by a wide margin

The affordability backdrop to all of this: median EC prices have more than doubled over the past decade, from $797 psf in 2015 to $1,754 psf in 2025. HDB resale prices, by comparison, grew a far more modest 51% over the same period, from $400 psf to $604 psf. HDB attributes part of the EC price run-up to strong demand from second-time buyers, alongside rising land and development costs and growing competition for EC sites at government land sales.

The "one in three" number matches what I generally see on the ground — an appeal is a real chance, not a formality, and definitely not something to bank your entire purchase decision on. In my experience, the appeals that go furthest are ones where the income overshoot is small and the paperwork is clean and complete from the start — a clear letter explaining the circumstances, proper supporting documents, and no gaps for HDB to query. The ones that stall are usually held up by missing or inconsistent documentation, not the appeal itself being weak.

The May 2026 changes matter more than most buyers realise. Extending MOP from 5 to 10 years is a real shift in how you should think about an EC — it's no longer a "flip after MOP" play, it's a genuine medium-term home commitment. And with the Deferred Payment Scheme gone, buyers now need to be ready for progressive payments from day one instead of parking most of the purchase price until TOP.
