JTC said the development is designed to give travellers a strong impression when entering the city-state, as the first rail entry point from Malaysia.

What's actually being built

The centrepiece is a major mixed-use transport hub — acres of shopping and office space bedecked with green areas for leisure, and direct links to rail lines. The first phase of construction comprises a bus interchange with an area of about 6,500 sqm (subject to the Land Transport Authority's design approval), alongside 28,000 sqm of retail space and 22,000 sqm of flexible office space. The hub itself will span about 5.66ha — nearly eight football fields — and is targeted for completion by about 2030.

Underground, JTC plans a network of roads to take heavy vehicles and trucks directly to industrial offices, keeping the ground level free of heavy traffic. Above ground, the Gateway's grounds will feature community facilities including parks and sky links for pedestrians and cyclists, connecting them to the wider neighbourhood.

Why Woodlands, why now

The transport hub will connect directly to the upcoming Johor Bahru-Singapore RTS Link, expected to be operational by end-2026 and able to transport up to 10,000 travellers an hour in each direction, as well as to the Woodlands North MRT station on the Thomson-East Coast Line. In response to ST queries on 8 July, JTC said the commercial and lifestyle facilities are intended to cater to new demand from transit passengers, as well as residents and employees in nearby residential estates and industry developments.

Worth noting: beyond the transport hub, the project also includes two blocks of factories totalling 104,000 sqm, with one phase of construction finishing by around 2031 and the next by 2034. Combined, the Woodlands Gateway district is expected to anchor more than 25,000 jobs.


What the experts are saying

Harvey Neo, director of the Master in Urban Science, Policy and Planning programme at the Singapore University of Technology and Design (SUTD), described Woodlands Gateway as a good example of transit-oriented development, where residents benefit from having retail and job options built directly into a transport node. He noted that freeing up above-ground space through the underground vehicle network should make the area more walkable and user-friendly — though the benefits depend on how well that network connects to loading docks, goods lifts, and tenants' actual operating patterns. Neo added that Woodlands stands to become a border town once the RTS Link opens, increasing the vibrancy of a town that currently carries a "mature... a little worn-out" image.

Professor Khoo Peng Beng, head of SUTD's architecture and sustainable design pillar, described the district as having "regenerative possibility to create life" around the RTS Link, with the potential to uplift and transform the entire Woodlands town. Independent architecture consultant Jeffrey Ho, an adjunct associate professor at NUS, struck a more cautious note — he said the district's success will depend on synergy with other developments in the pipeline nearby, including the redevelopment of Kranji Turf Club, Republic Polytechnic, Woodlands New Town, Woodlands Industrial Park and Sungei Kadut.

JTC put up an invitation for firms to indicate interest in providing design consultancy and site supervision services for the Gateway project on 30 June, with shortlisted firms able to submit detailed proposals for evaluation.

Bryan's Take

Woodlands has been talked about as an "up and coming" area for years, but this is the first time I've seen a concrete, funded, tender-stage plan of this scale attached to it — that's a meaningfully different signal from just RTS Link hype. The catch is the timeline: a 2030 hub completion and 2031-2034 factory phases means this is a long-horizon play, not a near-term catalyst. If you're buying in the area now, you're buying ahead of the story, not into it.

What I'd actually watch: the RTS Link going operational by end-2026 is the nearer-term catalyst worth paying attention to — that alone changes daily commuting patterns for anyone living near Woodlands North, well before the Gateway itself is finished. If you're weighing a purchase in this corridor as part of an upgrade or investment plan, the entry price today reflects a town still carrying its "worn-out" reputation — whether that gap closes depends on execution over the next several years, which is exactly why Jeffrey Ho's point about synergy with the surrounding redevelopments matters more than the Gateway announcement on its own.
